A.TR, EUR.1 and the certificate of origin
Benefiting from a preferential tariff depends on documenting origin correctly. These three documents are often confused; the difference decides the duty you pay.
A.TR Movement Certificate
Issued for goods in free circulation under the Turkey–EU Customs Union. It proves free-circulation status, not origin.
EUR.1 Movement Certificate
Used for preferential-origin goods with Free Trade Agreement countries, providing reduced or zero customs duty.
Certificate of Origin
Shows which country the goods originate from; required for trade-policy measures (anti-dumping, quotas) and non-preferential origin.
Document–declaration consistency
The origin, weight and goods description on the document must match the declaration exactly; otherwise the preferential tariff can be rejected.

Is the A.TR a certificate of origin?
No. The A.TR is a free-circulation document; it does not prove origin. For origin you need a certificate of origin or EUR.1.
